iPad is too full

My iPad using iOS 10.2 warns me that is it nearly full. I have tried deleting most of the photos but the memory used doesn't decrease. Do I need to erase the Photo App and re-install? If I do so, will the photos I want to retain still be there? Thanks!

I would jettison some apps first, if there's any non important ones. What does settings>memory usage say are the prime offenders? Any videos?
Also check if latest IOS update is sitting there taking up space.
Do you use photostream? Can you connect ipad to a desktop/laptop to offload photos there? I'd try that before deleting pix.

Go to Settings>General>Storage & iCloud Usage>Manage Storage
I would check the size of the Message app. A lot of people don't realize that deleting photos/videos from the Photos or Videos apps does not delete the ones they send and receive inside the Message app.

I should have remembered that trick. Those animated gifs people keep sending each other really eat the space.

The new Mac Pro has up to 30 MB of cache inside the processor itself. That's more than the HD in my first Mac. Somehow I'm still running out of space.
