This seems stupid:

AP: Israel bans Apple iPad

Israel has banned all imports of Apple's hottest new product, the iPad, citing concerns that its wireless frequencies are incompatible with national standards.

The country's Communications Ministry announced Tuesday that the device doesn't work with European Wi-Fi standard, which is used in Israel, according to Haaretz.com. It says the ban is temporary.

Customs officials said Thursday they already have confiscated about 10 iPads since Israel announced the new regulations this week.

Seems pretty reasonable. There's an easily identifiable population of goods (iPads) on the market that have not demonstrated compliance with the European/Israeli 2.4Ghz band requirements. So they confiscate them.

It's ridiculous.

The iPad is already compliant with European (=Isreali) regulations.

The very same wifi circuitry is also being used in many other consumer electronics devices that are approved and brought in to Israel every day. The media is having a field day with this in Israel. Give the officials a few days to notice what they've done. Then wait for one (or several) ministers to give customs an angry call and set them straight. Fixinated.

European Community Compliance Statement
The equipment complies with the RF Exposure Requirement 1999/519/ EC, Council Recommendation of 12 July 1999 on the limitation of exposure of the general public to electromagnetic fields (0–300 GHz). This wireless device complies with the R&TTE Directive.

EU Declaration of Conformity
English Hereby, Apple Inc., declares that this cellular, Wi-Fi, & Bluetooth device is in compliance with the essential requirements and other relevant provisions of Directive 1999/5/EC.


The iPad is CE-marked 0682 on the back.

The EU-SAR max limit is 2. The iPad delivers values over WiFi between 0.37 and 0.49.

The rumors I hear is that this is designed to prevent people from buying ipads in the US and importing them since the local apple reseller overcharges so much. Apparently there is some connection between the reseller and government that may have allowed some influence.

It's not about import taxes. Even people declaring the iPad and willing to pay import duty are having them confiscated. It's about broadcast power levels compliance.

The iPad is already compliant. Obviously the Israeli government just hasn't realized that yet.

Israel does not require extra certification for CE devices. IOW if it has been certified for use in the EU (= CE label) it's certified for use in Israel.

Are you sure ?

Because it looks like a pass for EU is NOT an automatic pass for the local Israeli "FCC".

There is some talk that they're prohibiting iPad importation because a relative of the very powerful politician Shimon Perez (former multi-time Prime Minister, current president) is part owner of a company with exclusive distribution rights to the iPad in Israel, but I haven't seen that substantiated. It is strange that there's no ban on other Apple devices in the country, only the iPad.

Israel does not appear to recognize the CE mark.

There never was. It just them two weeks to find out that the US iPad was already compliant with EU regulations. And hence, it was also compliant with theirs.

It just occurred to me that CE compliance doesn't necessarily mean compliance with radio emissions regulations - aren't those governed on a state level?

Wireless and broadcast standards are not CE. They're ETSI.

Maybe you should inform yourself better.

By default, US iPads will use frequencies in the 5GHz band that are allowed in Europe, but NOT in Israel.

There seems to be some way to set the iPad to a different Region ("Israel"), which apparently conforms to the allowed 5GHz bands in Israel.

Bottom line: Israel did the right thing to check if the iPad would conform once the correct regional setting is applied.
All you haters or conspiracy theorists need to chill out.

The region setting is nothing new at all. Every Mac does the same thing.

The actual bottom line is: Israel lifted the ban. Nothing about iPad had to change. IOW there was never anything wrong with it in the first place.

Yes, but don't you think that it's sensible for Israel to check if this has been implemented correctly with this new device ?

Somewhat puzzling portion of the article says the iPad is OK and then states:

"As a result, one device per person will be allowed into Israel."

Cynical explanation is always the best, sad to say, so Time's explanation seems the best.
