Common sense says it shouldn't, but we're dealing with the wireless companies here. So I'm going to err on the side of yes, it will eat your gigs.
But I'm curious to hear a more official answer.

Yes, Facetime will rapidly consume your hotspot's plan if you use one to work around the wifi limitation. I think I read it's about a third of a megabit, so about 150MB/hour per user.
The ratio of data plan sizes to wire speeds is so ridiculous these days you can blow through your plan in no time.
