I have my itunes library saved onto a 500GB Hard drive and am using Time Machine to back up the library onto another 1TB hard drive. The 500GB hard drive failed tonight. So I have the backup of the library on the 1TB but I'm not sure how to restore the backup onto another hard drive that I have.
Thanks in advance

Go into Time Machine and select "Restore 'item' to ..." from the Finder Action menu.

I don't see how I can do that when I want to restore the whole external hard drive to another external hard drive. I have gone into time machine and the finder desktop shows up, but how do I can get to where I can restore the itunes library.
Thanks again.

How about just manual copying?
Go to your 1 TB TM backup. In the TM backup folder there's an alias "Current Backup" (or something similar). Find the iTunes Library in there and drag it to your new HD.

In Time Machine select "Your Computer" in the Finder sidebar and go back in time until you see your external drive. Then restore its contents to wherever you want with the command in the Finder's Action menu I mentioned earlier.
