I have an Apple TV I'd like to connect to a 22" ACD with an ADC connector.
I have the ADC converter, which works well.
I have a DVI->HDMI converter at the end of the DVI connection of the ACD. When plugged into my retina macbook pro, the display works as expected.
When I connect the HDMI end into the Apple TV, the ACD remains blank.
Connected to a modern HDMI TV, I attempted to lower the resolution output of the Apple TV but the ACD remains blank when connected to the Apple TV.
What am I missing here? The ACD works when connected to the RMBP, but not the Apple TV.

Its the native resolution of the ACD, most likely. 1600x1024 isn't 1920x1080.
The AppleTV expects just a few resolutions. This is not one of them.

Very disappointing. I was hoping to have a wireless display + content from the Apple TV.

All hope is not lost. Our thrift stores are seeing 18-ish inch flat screen TVs. Worth a look.

That does not give the ACD a sense of importance

I checked, and the ACD resolution list does not include any of the typical HD resolutions. Best hope was 720p, but it turns out that Apple skipped that on the ACD and only supported 1280*800. Sorry.
OTOH, you can get a 22" TV new for peanuts these days, and it will have a fresh backlight and a remote control.

The new Mac Pro has up to 30 MB of cache inside the processor itself. That's more than the HD in my first Mac. Somehow I'm still running out of space.

Gah! The ACD needs some purpose! Thought this might be the perfect fit until it flickered dead.

Well, if that is the case, you can buy a cheapo computer like a Raspberry Pi and set it to show pictures like a digital photo frame.

I do have a 2007 mac mini, though its purpose is an HTPC client connected to the TV, in addition to an AirPlay receiver and iTunes share.
I do have a raspberry pi gathering dust. Perhaps I'll look to do a project with that.

Why not switch that up? Put the Apple TV on the TV, and put the mini with the display?
More than enough horses to serve, and play simultaneously.

Very close, but the Mac mini runs Plex Home Theater (PHT) on the big screen. There is no native PHT client for the Apple TV, and I'm not interested in fiddling with the PlexConnect DNS workaround or using AirPlay from my phone, as it doesn't pass off the stream entirely to the Apple TV; a phone call will interrupt whatever is playing.

Hm, yeah. Sorry.
Bottom line is no ACD with the AppleTV. It would be cool, but alas.
