i should have removed the zeros, but i wasn't sure how to represent it to make some sense.

and yeah, a lot of people don't write the date that way (i do 08-JUL-2009 myself, for example).

More properly, it's 2009-07-08. Your format sorts incorrectly when treated as text.

Should we observe this at 12:34:56 UTC today, or is it a local time zone sort of thing?

And do we get to observe it all over again on August 7th?

On a serious note, strange that date formats developed differently on the N. American continent.

Twice. It'll happen again next month for the rest of the world that writes dates in a way that makes sense.
(except in Canada, where people use both formats, making it confusing as hell)

Makes sense to me.
No, generally speaking, it doesn't make sense.
Most often, conventions tend to go starting from the highest to the lowest, or vice versa in a few cases.

E.g., time: 12:23:54 (highest to lowest)

Accordingly, it makes sense to write it either YY-MM-DD, or DD.MM.YY.
Why the heck one would make it MM/DD/YY is beyond me.
