I know the Apple Backup utility does not backup to a CD without a full .mac membership, but is this just when you first use Backup, or every time you use it? I'm canceling .mac in a month and want to make sure my backups still work.

Try deleting your .mac info from the Internet prefpane; that should give similar results to a cancellation.

Well, once your .mac membership expires (or is cancelled), you won't be able to use it to create new backups to CD, but you will be able to read the ones that have already been made.
