Too bad there aren't better photos of it. It does resemble a hyena with the heavy shoulders, thick neck, rounded ears and blunt muzzle. A bald hyena. In fact a bald hynea that eats grass like a cow. Sounds like they should start checking the local zoo for escapees and the register of exotic pets.

actually its ears are much more pointed than a hyena, Hyena ears are round like a teddy bear, they other thing is hyenas have shorter back legs than front legs. I don't know how Baltimore wasn't able to identify this.

You should probably have emboldened, underlined and coloured your text, to continue the theme properly.

Ears look rounded and back legs look shorter in this pic. (Why can't anyone get a better photo? These look as bad as the Bigfoot photos.)

My question was rhetorical, but - I am sure that has a lot to do with it...

...found a strange creature attacking his livestock...
Do you know what a rancher's livestock represents to him? If you found some animal eating your livelyhood, you'd kill it. (or you'd call animal control, and they'd kill it.) Either way, it would be dead.
