I just purchased a 2005 FPW from dell (hasn't arrived it, though). I was wondering how I would go about using my computer/monitor as a TV (and possible a TiVo). Anyone know how?

if you have a Tivo, ReplayTV, or any digital cable box or satellite tuner ... they'll all have rca or svideo outputs on them
the 2005fpw has both rca and svideo inputs, you can just jack your tivo or digital cable box right into the monitor and there's a button on the front to switch inputs.
This will just do video, you'll have to pipe audio into your computer, or go straight to a set of speakers.
If you want your computer to work like a tivo, you'll need to get one of the products that mduell mentioned, and then you plug the cable tv line into the card/box and then it'll just be displayed along with your computer image.
i should mention, the fpw doesn't have a great video scaler. so if you're taking standard def tv (480 interlaced horizontal lines) and blowing it up to the 2005fpw's 1050 progressive horizontal lines, it's going to look pretty cruddy. Not unwatchable, but it certainly wont look good at average computer sitting distance.

Is there a way to scale the screen so that it doesn't take up the entire monitor, and has better quality?

Dell's FP LCDs support Picture in Picture and Picture by Picture.

Get an activated Voom receiver from ebay. You'll get OTA HDTV reception and DVI out for around $100.
No recording, but the video output should theoretically rock. (note- I've not yet tried this idea)

What does that reciever actually do for me? Will it give me a clear picture on the entire screen?

It won't seem nearly as clear as an actual TV, as you're normally closer to your monitor than you are to a TV, and the resolution of most TV's with normal cable as very low (you just don't notice it because you're far away). LCD technology also makes it look more noisy, for reasons that I'm sure someone else knows. But in any case, I use a TV tuner and I'm happy.
Edit: Oh. We're not just talking about a normal TV tuner...
