If you have OS X, you already have it. If you don't have OS X, you can't get it.

My guess is that what he really meant was "where can I get the tools to program using Cocoa", in which case the answer is developer.apple.com, sign up for a free account, and download the Xcode tools.

Fixed.
Also note that you should already have the Xcode Tools, they're in the box if you bought OS X or in /Applications/Installers on a new Mac.
