The ISO burning option was removed from Disk Utility? Can't see the option. in MojaveI need to create a bootable Windows 7 USB.

You can do it from the Finder. Right-click on the ISO image, select (Burn "win7.iso" to Disc...) and you'll get a burn controls window.

it worked but the disk is not recognized as a boot device.

Perhaps a year ago, I burned a Win10 ISO image to DVD using the Finder. Booted from it (using an internal optical drive), and installed Win10 to a spare HD. It was done under High Sierra at the time. Everything worked fine.
My Startup Disk does recognize the DVD as a boot option. But if that doesn't work for you, try booting while holding the "c" key. This will send your Mac to the optical drive.
btw - what Mac model (and year) do you have? Are you using a built-in optical drive, or an external over USB?

Windows install media can refuse to work over USB. Apple has solved the problem in recent Macs. But if you have an older Mac, an install disc will only boot in an internal optical drive. If you use an external connected over USB, it still counts as booting from a USB device.
