I'm on dial up on a PC. So I download vlc intel package fromhttp://www.videolan.org/vlc/download-macosx.html

Burn it to a disc and try to install it on my Macbook. It says it's 12.3 MB.

But after download, the file says it's 2.0 MB. and it's a disc image. Is it not possible to download Mac stuff to a PC and transport it over?

Try downloading it again. It sounds like you have an incomplete download. This has on occasion happened to me.

Then transfer the diskimage over to the Mac and mount it. Nothing special about downloading Mac software/files to a PC and transferring over to a Mac. If it was PC to Mac, the resource fork might be lost but downloading from an Internet web site should work the same with either platform.

I get the same thing! When I go to download/save it, the file type reads as ".dmg Document"

But then there is nothing there once it's complete. I tried a different program and the same thing happens. Strangely no matter what Mac program I download on to my PC, they all say they are 2.0 MB once I download it.
