Do you think the difference is worth the $40 US? And where will I see the difference, if anywhere?

You don't mention what apps you run on your PB or how many you run concurrently, but I'd recommend giving your Mac as much memory as you can afford. If the budget allows go for 784. If it allows for more get it up to 1GB and you'll be happy. Unless your doing something extremely intensive (say DVD encoding), 1GB would be sufficient.

I'd say the difference between 512MB and 768MB (not 784) is worth $40. But that's just a subjective opinion.

There have been some issues documented on MacFixIt with AirPort Extreme and more than 1 GB of RAM. It doesn't appear that you're about to exceed that threshold for RAM so I'm just acting the part of Chicken Little, but do keep in mind that there is no fix yet for the RAM issue if you go over 1 GB.

Not true. I have the same issue with AE and I have 768mb in my PB.
