If it wasn't a geiger counter I wonder what else it could have been. An audio recorder seems like it'd be too obvious?

Recording audio while the iPods play music would be dicey. Can't be a camera, because they must look exactly like regular iPods - no extra holes.
Geiger counter is reasonable. An inertial tracker is another possibility, especially if they're participating in international inspections. Lets them map locations they're led through.
