He said (turning the two sentences around to make it more clear):
“The conflicts that we are in in both Iraq and Afghanistan have also a bearing on … eliminating our dependence on foreign oil.”
That is not the same as saying that those wars are about oil. Actually it's almost the opposite.

If all the money spent fighting over oil resources was channelled into alternative energy, both in US and here in the UK, it would be much better spent.
With fewer lives lost.
And with a cleaner, less polluted future.

Or, as was pointed out by PJ. O'rourke, "two weeks into this it occurred to me that it's cheaper to buy oil than to steal it".
