Roommate dispute over AC

I have an issue with my roommate that is becoming larger than I thought it could. It's all about the central AC system we have in our rented condo. I have lived several years without AC and am very happy doing so. He hasn't gone a summer without it blasting at max. He turns the temp down to 70 F. This literally freezes me out of the condo and I seek warmth in my bed or outside. If I turn off the AC and open the windows (there is a lovely breeze and it is NOT hot outside) he quickly shuts them and turns them AC back on. As a "compromise" he set the AC to 72 F.
I am a full-time student with a very limited income. He has a full time job. I told him I cannot afford such a heating bill so just a few minutes ago he said, "I will pay every electric bill through August" (when the lease runs out and we move out).
I feel like an icicle! I write this from my bed, under the covers and it's 71 F outside! Suggestions? Ideas?

72 is a pretty normal setting for AC (like 68 for heating). If he's paying the electric bill, you really have nothing to complain about.

This is one reason I'll never live with someone I don't know.
I've known the guy for years. My mom worked for his uncle for years and years. He is overweight and sweats like a pig. If he lost 20lbs he would only be mildly overweight but would tolerate the heat much better.

Forget the bill, what about comfort?
Just because somebody pays the water bill doesn't mean they can plug the drains and turn an apartment into a wading pool.
This is one reason I'll never live with someone I don't know.

No offence dude but if you're "freezing" at 70 then there's something wrong with you, not him. Go get your circulation checked out or something.

My diastolic pressure run low, around 60. My systolic is a little low. Low blood pressure runs in my family.
Still, when it's 70 F outside it makes little sense to turn the AC on at 72 F.

Me no comprende. The AC is on at near enough the same temp as the outside temp - wouldn't you still be "freezing" if he turned it off?

With the AC on I have a constant flow of cold air blowing at me from every direction. There is a bite in the air, the floors get cold and the lovely breeze from outside (including it's humidity) has been eliminated. And I tend to get headaches whenever the AC is on.

Can't you close the vents in your room? Open a window?
As someone who gets hot more easily than cold (and no, i'm not over weight) it really annoys me when people insist on not turning the AC on because they're too cold. You can always put on a sweatshirt, there's nothing I can do to be cooler other than turn on the AC. And seriously, 70° is too cold? It's only 77° out right now, and only got up to 81° today. I think the hottest it's gotten this week has been 85°. I think you can deal with 7-15°.

Compromise and set it at 71. My wife gets a little cold sometimes with the AC on. We sometimes "pre-chill" the house to 70 or 69 at the end of the night and then turn it off and open the windows when we go to bed if gets cool enough at night.

I'd prefer it cold as well but 70? Isn't that the normal temperature that office buildings use as well as most of the world population? If I'm cold I put something on and don't complain. When it's hot I get cranky.

Mr Compromise is your friend. Failing that you could start an annoying humming sound when you're around him and blame it on the AC?
Anyone else find that AC gives there throat a nasty tickled feeling? I've never been a fan of it.

We only ever run the AC in our house if absolutely necessary, mainly in July and August, when it get very hot and sticky here. Otherwise, open windows all the way.

That makes no sense at all if you're being truthful about the temperatures. If it's really 70 degrees outside, the AC probably wouldn't even come on if it was set to 72. And if it did, it wouldn't be a constant flow either.
And you get headaches in AC? So do you just avoid going anywhere in the summer when businesses all have their AC on? And what do you do at school?

Incredibly, the movie is even worse than the quotes would suggest. It's like before every scene, Schumacher told Alicia Silverstone, "OK, now, I want you to act insincere and slightly constipated."
The saddest part is where they have Robin do one of his famous "Holy [some noun appropriate to the situation], Batman!" lines and Batman gives him this look like, "Dude, that was a bad joke," when actually it was in the top 50% of the movie's dialogue.

Wait, so if 70° is way too cold for you, and you already packed away all your warm clothes, what do you do at night? It's been getting well below 70° almost every night here (Cambridge/Somerville). Tonight it's supposed to get down to 49°.
Or are you back home? [Edit: I just looked up the temps in Chicago, and the same is basically true there too. So either way, it's apparently been 'way too cold' for you to go out at night without the warm clothes you've already packed away.]

The winter coat, hat, gloves, scarf, warm sweaters, etc are in the basement. I have normal clothes now.

Being that 70 or 72 isn't all that cool for AC, perhaps you should move because having it set to that value is not an unreasonable setting and its far easier for you to put a sweater on then it is for your room mate to cool off w/o AC.
