I might like the new dual optical drive bays in the new G4's. I currently have an external CD-RW. What is the likelihood that I'll be able to move my exisiting CD-RW and install it in one of the internal bays? 10%? 50%? more? I really have no idea if this might work or not.

what kind/brand drive is it?
id suspect its an IDE drive in an external (Firewire?) case...
probability is around 99%

Yes, IDE drive in FW case. Sanyo mechanism with BurnProof technology (I think it's a 12x)

i took my QPS firewire case apart and swapped the CD-RW drive (TEAC mech.) into my B&W G3 to replace the OEM CD-ROM.
to find out if your Sanyo is compatible try searching the xlr8yourmac reports. you should probably choose "Apple G4 Dual CPU" as mac model.
