Apple Maps Won't Zoom in On Korea

I did some reading online and it looks like this is something that is affecting every iPhone: They won't zoom in more than about a thousand feet on South Korea.
One hypothesis being put about is that it is due to security issues with North Korea. This sounds plausible but is amply debunked by the fact that the Korean-made navigation apps allow one to zoom in and also offer street views.
I guess this means that Apple (and Google for that matter) cooperated with Korean telecommunications to include an anticompetitive limitation on their own software—perhaps one of the conditions for entering the market.
I don't know what other explanation there can be.
Try it on your own phone and see.
The first image below shows the maximum zoom on South Korea through Apple Maps.
The second image shows a 3D fly-by of the same section of Seoul through NaverMap. It is also possible to zoom down on cars, see street names, and so on, in hybrid, satellite and atlas view.
Go figure.

So Apple packed up and said "**** you" and went on to deal with bigger problems.

Ah!
I bet you're right.
That little island is quite a sore point here.
But it seems a bit extreme of Apple to just throw their hands up and walk away on over a million Apple customers in Korea.
