Is the pb supposed to be totally silent when it's not running hot?

Because lately I've been hearing some annoying noises coming out of the pb, probably the fan, whenever the pb is on.
I am not sure if it's always like that or it developed recently.

What's you definition of totality?
If you are in a quiet place, other than the fan, I think you can hear the harddrive spin too. So the PB not "totally" quiet even the fan is off.
Sometime I do get some slight "grinding" noise from the fan. But it is so slight, I wouldn't worry about it.

My PB (rev. a) is never totally quiet, but it's pleasantly quiet when the fan is off. Even when the fan is on, I don't mind it so much.

If it is dead silent around, I just hear the spining of the disk which is like a whisper, so it is whisper quiet.
