Lost Classic drag'n'drop onto dock icons

Hi,
I seem to have lost the ability to drag file to classic icons on the dock and if I double click a classic document the classic app launches and then just sits there! If I then take the document and drag it to the classic app's icon in the dock, the icon highlights, I let go then - nothing.
The only way to open the document is to open it from the application!
This happens for ALL my classic apps.

Do classic apps have access to OS X's user-specific directories? e.g. ~/user/documents ?

Rebuilding the desktop does not work!
How do I find out if the classic apps have access?
