So I bought an app on iTunes but didn't sync, and now am wondering if I can just download it directly to the iPhone (without being billed again)? Does anyone know? On the phone the store app says "Buy" but it should remember (the iTunes store should) that I already purchased it.

Anyone done this before? Thanks.

It's a bit deceptive like that, but yes. After you've hit "Buy" it'll tell you that you've bought it before, and if you'd like to download it again.
