Installer utility missing

I went through some strange system crash recently and lost my entire Frameworks folder and Utilities folder. Most importantly, Installer.
Is there anywhere where I can download the Installer and its frameworks? If not is it against the rules to provide such?

If your system is that borked, there could be other critical things missing. I'd do an archive-install to fully repair OS X.

Both are on your OS X install DVD. After losing your Frameworks folder, you should probably do a new OS install anyway, while preserving users, groups, apps, etc.
You won't have too much luck talking someone into emailing them to you. My Leopard install of /System/Library/Frameworks/ comes in at 1.6 GB.

Dang... It would help if I could find my OSX Disk. I am really screwed.
Is it possible to install System 7 on a G4? For some reason I have a disk of it despite this being my first mac.

No. It would help if you told us exactly which Mac you have. Model info on the nameplate would do.
Depending on which G4 you have, the minimum OS ranges from 8.6 (Yikes G4) to 10.4.2 (last rev of PowerBook and iBook).

Oh, my mistake. It is a Power Mac G4, or as you said, the Yikes! Model. So There is no way to run System 7 on Yikes?
Anyway, the only thing I am looking for from frameworks mainly is the Installer Frameworks, and the installer utility

Are you looking in the right places?
Install.framework is located in:
MacHD/System/Library/PrivateFrameworks/ (367 MB in here)
Most public frameworks are located in:
MacHD/System/Library/Frameworks/ (1.6 GB in here)
MacHD/Library/Frameworks/ (normally empty, for 3rd party frameworks)
If you're looking in the 3rd location, it's perfectly normal for this folder to be empty. As to the Installer itself, as of Leopard it is no longer in /Utilities. Instead, it has been moved to:
MacHD/System/Library/CoreServices/Installer.app
Why don't you check those places. Maybe nothing is missing.

The very oldest OS you could run on that system would be some release of OS 9.

Now I just need someone to send me the Utilities folder.
I have Panther, I grabbed the utilities folder off my non-booting OSX Tiger disk, but no go.

If you cannot get me Panther's whole Utilities folder, can someone at least get me the installer.app from Panther?

Would Pacifist not do the job for you? It replaces Installer for me most of the time (I like checking that extra crud is not being included)
