I think it's odd how right-clicking on an image in Safari does not offer the option to email the photo.
I also think it's odd how the default location for saving such images is Documents rather than Pictures.

You can either copy the photo and paste it in an email or drag it to Mail in the Dock (assuming you use Mail).

Here are my options for saving an image:

Save image to "Downloads"
Save image as...
Add image to iPhoto Library
Use image as Desktop Picture

Nothing about saving in Documents.

I've never seen that in Snow Leopard...dragging a picture to Mail's Dock icon will create a new email message with the picture in the body as an image. If it's text maybe it's encoding the image to text like the old days with uuencode or something similar.

FROM SAFARI, not from the Desktop.

If you drag a photo from the Finder to Mail's Dock icon, it will open a new e-mail with the image in it.

If you drag it from Safari, it will open a new e-mail with the image ADDRESS in it.
