If you open GarageBand, drag a song from iTunes into it, edit it to around 30 seconds, and then go to Share > Send Ringtone to iTunes.

I tried it with an mp3 that I imported from a CD and it worked fine, but a song that I purchased from iTunes won't import into GarageBand.

Ringtones show up in the Ringtones tab in iTunes.

How to create custom ringtones in GarageBand 4.1.1

Well.. That is a lot better than purchasing them. I used to splice up ringtones in GarageBand when I had my Moto SLVR and it worked REALLY well. Thanks.

Any sites hosting custom ringtones yet? I'm too lazy to make my own, but I want something cool.

Yeah I know. You don't need Leopard for ringtones though, you need the newest GarageBand, which I don't have.
