My G4 running OS 9.2 is showing severe fragmentation when I run Norton Utilities 5.02. When I set Norton to optimize it goes through all the checking media OK but when it optimizes it gets half way through then freezes/crashes. I've tried it 3 times now with the same result. Any ideas?

I can't really help you with Norton -- in recent years it has been notoriously poor -- but I do suggest that you buy Alsoft's Disk Warrior instead. It saved my drive from a reformat and is in my opinion the best disk utility money can buy. There is a new version coming out, but it's really just a minor upgrade that runs on OS X, so you don't necessarily have to hold off on purchasing. (Note that even the older versions repair OS X drives; they simply boot into OS 9 to do so.)
