I have a project that requires at least 12 video displays. I am using 12 cheap 8" 640x480 LCDs (the type they use in car DVD players) and would like to drive them all with a single computer (prefereably a Mac Quicksilver - dual 866 G4 as they have 5+1 slots).

It would be best if I could find some relatively cheap (by cheap I mean around $250 or less each) cards that support 4 VGA ports on a single card. The cards don't need to be crazy fast or anything like that. It would be nice however if they supported video rotation so I can use the displays in portrait mode rather than landscape.

Anyone have any suggestions?

I don't think you'll have any luck finding such a card for a Mac at least. But you could get a couple of dual-head cards, and then put a Matrox TripleHead2Go or DualHead2Go to convert each VGA port to three or two, resp., VGA ports.

It might require SwitchRes to set up custom video timings, but it should work.

Those boxes look cool. Unfortunately they are not compatible with OS X. I can use Windows for this project, but I'd rather use a Mac... ;-)

Any other ideas?

As I said, they DO work, because they don't actually need anything on the computer side. Matrox just doesn't provide Mac support. That's why I said that, at most, you'll need SwitchRes to set up custom video timings.
