yes that is a very stupid question.

I think they take the number of seconds in the year and then divide it by the number of people who die of hunger every year (for whichever country). Then they will have a figure like 1 every 12 seconds or whatever it is.

Last year's statistics? For example, X number of people died last year, thus Y number of people died every second (divide X by number of seconds in a year, 60*60*24*365=31,536,000).

Assuming the rates don't change much (in which case you compare multiple years - or something like that), it seems like a good way of estimating the current numbers.
