Yes, in GOW2, the shotgun is depowered and muuuuuuch slower. It's also wildly inconsistent and very useless against the chainsaw now.
The technique of "dancing" around and blind firing is actually from GOW1. When blind firing from the hip, your gun automatically shot at the middle of your screen. In GOW2, however, shooting from the hip is not reliable. You'll see many of your bullets hit the ground or shoot left or right of your intended target. The shotty was the equalizer in GOW1, it gave you a shot to best multiple enemies at close range.
I like GOW2. I'd like it even more with my old shotty.

I don't normally aim high with the shotty. It's usually aimed right at the chest because of the wide surface area, and better chance for damage. In GOW2, you need to aim and be fairly close. Trick is to close the distance by strafing left or right of your opponent and try not to fire from too far away. You gotta get in close. Right now, bullet lag is a major issue for the shotgun, so YMMV.
You can also "two-piece" your opponent by punching him (B button), then immediately firing off your shotty. You'll down or destroy 'im. Some people in GOW1 consider that technique cheap, but in GOW2, I haven't heard too many complaints other than the norm.
It's funny that many of the "cheap"/"newb" moves many complained about in GOW1 (e.g. over-chainsawing, two-piecing, beatdowns, frag-tagging) are some of the most widely used moves I've seen in GOW2 matchmaking. Cool with me....

It's a little messed up that it's easier to hit a person physically with the shotgun (beat down) than shooting it.
The other thing I've been noting is the strange buzzsaw behavior. Other than thinking it should engage earlier than it does, I have had people sawme when I've had it up and was turning to face them, but more strangely, I've been firing at them with it, and they've approached me head on and this caused a saw battle. That shouldn't even occur for a multitude of reasons.
Also, it's practically impossible for me to win those battles.

Well, I hate to see it happen, but it looks like stogie is gonna get his Insane achievement. I think we got through the worst the game has to offer last night, and it should be smooth sailing from here on out.
Edit: I also broke 3k kills last night.

There's no way to get an accurate measurement outside of when the bar moves every 100... but considering the amount of multiplayer you've done I just assumed.

I like gears 2 but it is too much like the last one with very little new. The whole game looks pretty but rather two dimensional because of the flat, bland colour pallet. It is also repetitive as hell, just cover and shoot swarms... move on.
Still pretty fun though.

Like almost all the way. I think if we beat it the last chapter again and sit through the credits that may be all it takes.

It's more reliable, but it's still capable of looking for another team forever, if you let it. I wouldn't let it go more than 2 minutes before resetting it, and the results have been decent.
Still getting a ton of games with either lag or missing players, though.

There's a lot of peeps who give up if a round takes too long, or they lose the first round. Best I can tell, it's not a bad deal, as the post game stats would indicate you don't take a hit to your per-game numbers. It might even be beneficial to trying to level up.
