There could always be a 10.3.10 release, not too probable but possible nonetheless.

They are talking about late March to early April for 10.3.9 so that could mean one to one and a half month between 10.3.9 and Tiger. I don't know if 10.3.10 can be squeezed in or if that is necessary.

I would imagine one more update before the release. Then again who knows when the release will be? (yeah count on it)

If 10.3.9 is necessary to fix all of the 10.3.8 problems, there might need to be a 10.3.10 to fix all of the 10.3.9 problems

It all ends somewhere. There wasn't a 10.2.9..
