i cant seem to get panther to boot up on my ibook g3. i read some where that there might be some panther copies that will not read but i also read somthing that said unless it is specified it will not run with out a cpu upgrade.. so what tha bleep ??

Panther runs just fine on the iBook G3. You should pose this question over in the OS X forum.

I got an iBook G3 500MHZ (white Dual USB), and it has Panther 10.3.9. Works fine.
