can't configure epic 4

I tried reading the macnn tutorial on how to compile EPIC4, I don't get what they mean by:
"Type the following to open the Makefile in TextEdit for editing:
prompt# open -e Makefile
Find the line beginning with CFLAGS and add -no-cpp-precomp to the end of the line. Save the file, quit TextEdit, and go back to your Terminal window."
I dunno where to add '-no-cpp-precomp'
when I type in './configure ' this is what I get:
loading cache ./config.cache
this is ircii version EPIC4-1.1.1
checking for gcc... no
checking for cc... no
configure: error: no acceptable cc found in $PATH
can anybody help?

Unless you manually have loaded the developer tools, there is no
cc or gcc C compiler on the system. That is the big problem here.
Otherwise, they want you to do what they said and look for a line:
CFLAGS= some_flags_to_be_passed_to_compiler
and add the no-cpp-precomp to that line.

ok...I may sound stupid but I dunno where to put -no-cpp-precomp after CFLAGS.
there are 2 CFLAGS in that file:
CFLAGS = @CFLAGS@
and
'CFLAGS=$(CFLAGS)' \
where do I put '-no-cpp-precomp'? I tried many different ways but it still doesn't work...
