are there and programs or codecs out there that will extract/convert AC-3 audio in MPEG-2 streams? I have a MPEG 2 video and i would like to be able to convert the sound to actually go with the video. thanks

you can convert AC3 to aiff with an app downloadable at www.macdvd.org
but I don't know how to separate audio and video in an mpeg2 file,
I haven't seen any demux tool for mpeg2 yet...

Yes, and here are the two utilities you need:

mAC3dec 0.9.2 - This will convert AC3 audio to AIFF.

DVDExtractor 0.8b - This can extract video, mpeg audio, ac3 audio and mpeg subpicture data. Especially from encrypted DVDs.

There's lots of good mp3 encoder for mac:
Audion2 (new), SoundJam, DropMP3 (free), N2MP3, Adiocatalyst (fast)

Now that you know the names of the softwares, you can search more informations into this forum...

I suggest you to visit www.macdigitalaudio.com (there's an encoder comparison)
