Is it possible to make hyperlinks that the finder opens? For example, I'd like to have a link that people click and it takes them to "/Applications/Utilities/" is it possible to somehow link to folders in that way?

You can use file:// URLS, but the browser won't necessarily open them — security reasons, presumably. For instance:
This
and this

Although they are valid file URLs, Safari 3 won't open either of them for me.

Your links work if you click "Open Links in New Window". A new window opens, stays blank, and then the finder window opens.

If you're talking about working with the finder here are your options.

Drag the folder to...
The Dock
The Side Bar
The Toolbar

or

create an alias and put it anywhere.

Simple AppleScript example:

tell application "Finder"
make new internet location file to "file://localhost/Applications/Utilities/" at home with properties {name:"Open Utilities"}
reveal result
end tell
