I have been trying to share files between my mac and pc (both with gigabit ethernet), and 90% of the time it transfers at about 300k/sec, and the other 10% of the time it boosts up and starts transferring at about 15-20 megs/sec. obviously it should be transferring at the latter speeds all the time, what gives?
Note: Mac is Powerbook G4 Ti 1 ghz 1 gig ram. PC is P4 2.8 ghz with 768 ram.

how are you transferring the files?
Samba share (windows file sharing in system prefs) or FTP?
and how much data are you transferring.
last time I did a huge file transfer between my iBook and PC (on 100 Mbit connection) it too about 30 minutes to transfer 15 gig of data

i'm using samba, and it's about 25 gigs. although i turned off the firewall on my pc and that has helped. now about 80% of the time it's going 15-20megs/sec and occasionally dropping down to 150-300k/sec for a few minutes.

that makes no sense to have such low speeds.... I've been using the Samba sharing since it appeared in 10.0 and its only gotten faster as OS X progressed.
This may seem like a dumb question, but have you tried another cable, and are they connected directly?
