Can you re-map Keyboard keys in OS X?

Does OS X have any sort of "built-in" capability to make/map different keys on the keyboard for certain characters? For example, I have a person who is getting a "Z" each time he presses "W"? He has no access and can't get 3rd party tools to accomplish this (if any exist); however, if there is anything that comes with the OS as default, could somebody enlighten me please?

Check and make sure your keyboard isn't using a different Internation al layout - check the input menu of the International System Pref. Also try a different keyboard... to make sure it's not a hardware problem.

there are ways to do a custom keyboard layout in OS X ... but you really don't wanna know how (you have to actually edit an existing layout, very painful process).

Anyway, vendors [sometimes] provide custom layouts for their keyboards, take logitech for example.
other don't (take M$ for one).

is your friend using any drivers for the keyb ? is it apple ?
