How does one open a prc file downloaded from say PalmVersions on a Mac?

Do you mean to install it on your Palm from your Mac? Get PalmBuddy (use VersionTracker or other Mac download sites) and you will then be able to install PRC/PDB files from the desktop by double-clicking on its icons.
Otherwise, use the Palm Desktop for Mac OS to install them.

You don't open .prc files on your computer, they're for the Palm OS device, so what you need is to double click them to add them to the HotSync list, and then do a HotSync to install them on to your device.
(btw, if they don't install with a double click, try opening the HotSync Manager program and drag/dropping them into the window)
