I've burned a multisession data CD (video clips in first session, music in second) at home on me mac, and can't seem to get my work wintel 2000 to recognize that there's a first session there. Is this a limitation of windows, or am i just overlooking something?

What version of toast did you use, and what settings did you use?
There is an option (I think) in Toast 6 to create "hybrid" CDs that will do what you are looking for (I'm not sitting at my computer or I would check and tell you exactly what you would need, but later tonight I can post more details).
