I thought this was rather entertaining. Click on the window for the game and just start playing. The objective becomes clear fairly quickly.

You click the dots attached to lines to alter the length of the line, the dots have to pass through the numbers (1 to 20) to "win". You click the play button to start the first dot rotating, if it hits another then the first stops and the second moves (and the previous one becomes un-knockable until the next dot is hit).
Since no-one else felt like explaining on the site it seems.
