Did a few search on this topic but no luck.

I have checked "Put the hard disk(s) to sleep when possible." under Energy Saver but I have never realize the HD actually spin down at all? Is there a way (software, unix command or anything) to force the hard drive to spin down say in 2 minutes of inactivity?

I am sure this can make the battery last longer.

Oh, I am using Panther.

I never notice my HD spinning down either... frankly I cannot hear it running right now, the fan seems louder than the HD (and the fan is not very loud either)...

but sometimes I know it does go to sleep because occasionally I can hear it spinning back up... it doesn't seem to happen very often though...

I'm not sure how to set the time limit though.
