Evil CIA spin-off organization?

I have seen a TV show where they claimed that there is an evil CIA spin-off organization that pretends to be the CIA but is in fact evil in its intentions. It hires agents without them knowing that they are in fact working for the evil side.
How believable do you think this theory is? And could it be that this evil organization is in fact responsible for the Iraq war? They could have undermined the US government.

Um, you mean it's only a spin-off? I thought the whole CIA was like that
