From the Toronto Star:

Under concerted attack from the White House, former treasury secretary Paul O'Neill retreated yesterday.

O'Neill said his contention that President George W. Bush came to office fixated on ousting Saddam Hussein was really just a government policy of regime change in Iraq that he inherited from the preceding Bill Clinton administration.

O'Neill said he would probably even vote for Bush in November's presidential election.
Assuming the article is essentially true as written (not much in the way of direct quotesmakes me wonder), I can see why the man might want to backtrack if he still considers himself a loyal Republican; he doesn't want to hurt the party. But really, are we supposed to believe George Bush pursued a policy of regime change in Iraq only because it was still sitting on Bill Clinton's desk? Or did the Star just mangle whatever O'Neill's actual words were? Odd that Bush didn't see fit to pursue other policies "inherited" from the Clinton administration (fiscal responsibility, actually enforcing environmental regulations, etc.).

What else has failed, exactly?

Corroborating ONeills Account

Official Confirms Claims That Saddam Was Bushs Focus Before 9/11

Jan. 13 President Bush ordered the Pentagon to explore the possibility of a ground invasion of Iraq well before the United States was attacked on Sept. 11, 2001, an official told ABCNEWS, confirming the account former Treasury Secretary Paul O'Neill gives in a book written by former Wall Street Journal reporter Ron Suskind.

Just read a Salon article claiming that O'Neill and his publisher are planning to post all 19,000 pages of documents O'Neill provided on the Internet.
