Correct Slightly Askew PDF

What inexpensive or free app can be used to rotate individual pages of a multipage PDF file by just a few tenths of a percentage? I always get these crooked faxes I'd like to fix.

You can do this using GIMP, which is free. You will need X11 to run it, though.
Open with GIMP, select the pages of the PDF to import, then Tools-->Transform Tools-->Rotate.

I tried exactly that prior to my original post but the results were unsatisfactory. The fax starts out at pretty low quality and after rotating it's barely legible. Is there any way to improve my results?
