I shortly will have to decide between an iPhone, iPod Touch, or an iPad. I can't for the life of me figure out why anyone would want the Touch over a jailbroken iPhone. What I am overlooking?

Jailbroken iPhones aren't available officially, and there are no monthly fees on the touch.

Well. Because some people like having a warranty, no fees, and staying within the law.

I wish I would have went with a dumbphone and a Touch. Much cheaper in the long run and much greater choice regarding carriers [Note: I have had ZERO problems with AT&T.]

Not just for jailbreaking, but since it's easy to pirate content with a jailbroken iDevice...

Well then the issue isn't jailbreaking so much as stealing, then, isn't it? The OP doesn't give any indication he was planning on doing the latter.

Jailbreaking doesn't differentiate the iPhone from the iPod touch. They both can be and need to be jail broken if you want to run unapproved apps.

If you just want to use the iPhone as an iPod touch, you don't need to jailbreak, just remove the sim. My original iPhone is being used as an iPod touch right now.

I pay less per month on my iPhone contract than I did before, and the phone cost me 50€, as opposed to 190 and up for the touch.
Also, being always-online is incredibly useful, not just to pass the time.
