In the Applications--Installers folder.
Or just download from connect.apple.com. (free developer account)

They come on a separate CD with the retail version of Mac OS X 10.3 Panther. However, as noted above, you can get register at the "Online" (free) level with the Apple Developer Connection and then download them.

I already have them... I just don't know where they are since I never use them, lol. I installed them with Panther.

At the root level of your hard drive along with System, Library, Application and Users.
