I want to add some hard drives to a Mac Pro. The hard rives on the apple website are very expensive compared to the usual ones. Does anyone know if normal samsung hard rives can be used in a Mac Pro?

Sure, as long as it's a 3.5" SATA drive.
Newegg has a lot to chose from. And they're much less expensive than what Apple's charging.

Also, can I make a raid without Mac raid card out of 2 SATA hard disks? (mirror type RAID)

You can make a software RAID using just two or more SATA disks and Disk Utility. Check the RAID tab.
You can also get the RAID card to do hardware RAID. In addition, the card also supports SAS drives. For home use that's overkill (and far too expensive), but in a server environment it's rather popular.
