iPhone 7 relaunching applications when used as a hotspot/tethered

I commonly use my iPhone 6/7 as a hotspot as it avoids me from having to use my company's slow WIFI connection on my laptop. My iPhone 6 will always relaunch applications when acting as a hotspot. I thought that this was fine considering it has 1GB of RAM. I find that my iPhone 7 does the same thing, but it has 2 GBs of RAM. Why? The relaunching is super fast, so no big deal, but it is a bit of annoyance to see the app's splash screen every time.
