How come I can't make a new color swatch in Illustrator?

This happens from time to time, I have a file open and want to make a new swatch, but the option is grayed out. What's up with that?

I’ve occasionally noticed that I seem to be unable to create new swatches if I don’t currently have an object to which I can apply a swatch selected. I don’t know if this is a normal, common Illustrator thing that you already know about, or if it’s a random thing that only happens sometimes; obviously, I only think about it when it impedes me.
