I would only move the garbage myself if I were having a party and didn't want to have to smell it then.
Otherwise, you are just teaching your neighbors NOT to take care of their own trash, they will learn that they can sucker YOU into doing it.
I would bet they haven't hired a removal service.

If you seen any wild animals or insects colonies because of the garbage take pictures and show the health department.

That would be a hassle far beyond the neighbors and their trash. If this is the case, kill the endangered animal, burn the remains, and scatter the ashes far from home.

Call the city clerk and see if they have tidy-yard bi-laws. Yes that's what it is called.
In my town they are like Nazis.

I'm taking pics. But, I think they are now putting it in their backyard, because it hasn't grown. The backyard is nasty. But they have a shadow box fence so viewing is limited. Sucks tho, i feel bad for the boys and the dog,

They have to pay for private garbage removal service. Some people are cheap.
I forgot this experience a friend had. His brother bid at a house auction for a home in Novi, MI. Novi is nice, not super, but certainly not run down. The house was in a very nice neighborhood. He got the house a little below what was market value. The problem, the auction didn't let you inspect the house before hand. To me that would be a huge red stop sign to just move on. My friend who is in the house painting business has a lot of contractor friends who owed him some big favors. The worst he figured was a few holes in the walls, maybe have to redo the kitchen and baths completely. It was as bad as you can image. The people living there were too lazy to even buy garbage bags and simply threw all of their trash outside. When the couldn't pay their water bill they still kept using the toilets and not flushing. The used the bath tubs. One room looked like a shooting had taken place. he ended up gutting the whole house down to the studs, spraying those with Kilz primer and rebuilding the entire inside of the house.
Moral of the story: Never underestimate the power of people to live in rank base squalor. Even a dog doesn't crap where it sleeps, but people do.

What I meant was the city does not pay for it. We have to pay privately owned companies ourselves. So, yes, If they want the trash picked up, it's about $35 a month.
Honestly, they may not even know this. I have a feeling they have not lived in house before. But, I'm certain SOMEONE noticed that we bring our cans to the curb weekly.
Strange thing is, it's not a growing pile now. I'm thinking they are now putting some in the backyard instead of the sideyard.

Don't be secretive. Let them know full well visibly what you are doing. It may spur them to action. Sure it takes "balls", but it will get them wondering. I did this once with a neighbor who was encroaching on my property line with a camper after I asked him to move it. I just went out and took pictures one day while he was out mowing. He saw me and moved the camper that day.

Well, here's the deal. We are going to go out tomorrow and make sure our yard is completely spotless. All hedged, trimmed. Oh, did I mention their dog ate half my paper for the 3rd time today? (3rd time!) I threw it all over their lawn I was so pissed. my SUNDAY PAPER! At least I still had the parts I wanted. Anyway. I got some pics so y'all can see the progression. Just need to upload. Then, as soon as our yard is pristine, I am bring the 3rd and final letter to the board before I move to the county. I just want to make sure they have no evidence of any violations on our part. Also, I cam home today, my other neighbor was yelling at their leash less dog to get off her lawn, because she was letting her (well-behaved) leashless dogs enjoy the front a bit. They are always real good. Never leave the yard, she watches them the whole time they are in front.
Did I mention we are selling in 3-6 months, This does not bode well.
