So, it looks like like Russia is testing technology intended to counteract US anti-missile shields. Who'da thought developing anti-missile shields would've resulted in a new arms race?

The missile shield was never about them. They've been able to counter a shield (whether real or hypothesized) for decades. It's called the MIRV — multiple independent reentry vehicles. Basically lots of smaller guided warheads coming from a single enclosure on an ICBM.

What they're doing now is just for show on the geopolitical stage; one component of a resurgent Russian military focused mostly on Russia's "near abroad."
