My friend left his Quicksilver 733 on for about a week when he was out of town.

When he came back his alarm clock was blinking 12:00 so it appears there was a power outage.

When he hits the touch-sensitive button (or whatever you call the glowy part) on either the apple display or the quicksilver a little light comes on but the machine will not start up.

Help, what should he do? Is there a hard reset button inside the machine he can press? The reset button on the front of the machine does nothing.

Hey there, there should be a button on the logic board that presses down..it's very small and there is only one like it..might be red in color or black...press and hold the button for a few seconds then you should be good to go...cheers Mark

Tell him to try holding in the power button on the computer for 5 seconds. This shuts the machine down, and usually resets it so it can come out of any type of coma.
